Figures from the National Housing Construction Index for the first four months of 2015 show a sharp fall in activity in the Irish residential construction sector when compared to 2014 but sentiment continues to remain positive. The latest edition of the National Housing Construction Index from Link2Plans reveals that commencements have fallen by -51% in the first four months of 2015 when compared to the same period in 2014, while planning applications have risen by +18% nationally year on year.

The data contained in the National Housing Construction Index is aggregated by consultancy Link2Plans from real time planning and project information in every local authority area, with the latest edition of the National Housing Construction Index tracking every project from January through to April 2015, and comparing it with the same period in 2014.

Average number of weeks from planning application to commencement

Danny O’Shea Managing Director of Link2Plans said “Research from Link2Plans shows that from a national perspective, 142 weeks was the average period of time it took for residential developments to get from the planning application stage to commencement of work on site. For one off houses, our research shows that in the first four months of 2015, the process from planning application to starting work took 61 weeks.”

According to Danny O’Shea Managing Director of Link2Plans “Nationally, commencements were down -51% when compared to the first four months of 2014, with every county recording a fall. This continues the trend from the beginning of 2015 with commencements falling dramatically. Project applications however maintained strong double digit growth in 23 counties when compared to the first four months of 2014.”

“Link2Plans considers the first half of 2014 to be very much an outlier in terms of construction activity on account of the structural changes in the market, which saw the introduction of new buildings regulations on 1st March 2014. These one off changes in the sector created a major injection in construction activity for that period. When compared to previous years’ such as 2013, we do see growth in the construction sector, with the first four months of 2015 showing an increase of +11% when compared to the same period in 2013. When these figures are combined with the strong growth in planning applications, which have recorded increases for the past 18 months, the forecast for medium term remains positive.” continued Danny O’Shea Managing Director of Link2Plans.

Danny O’Shea Managing Director of Link2Plans said that “across the country, in the first four months of 2015 the number of residential project commencements fell by 1744 from 3472 to 1698 when compared with the same period in 2014, with the smallest year on year decreases taking place in Waterford (-13%), Dublin (-22%), Cavan (-34%), Carlow (-36%) and Wicklow (-37%).”

Applications up +18% nationally as Leitrim, Louth and Laois record biggest gains

Leitrim, Louth and Laois were the best performing counties for the first four months of 2015 when compared to 2014, recording growth of +64%, +61% and +51% respectively. Cavan (+52%), Sligo (+51%), Kerry (+51%) and Meath (+48%) also returned significant increases while, planning applications were down in only two counties, Limerick (-3%) and Dublin (-1%).

Danny O’Shea Managing Director of Link2Plans said “the number of planning applications in the first four months of 2015 increased by 713 from 3889 to 4602, representing an increase of +18% nationally year on year. This is evidence of the positive sentiment in the residential construction sector, with nearly every county in country seeing an increase in the number of planning applications when compared to the same period in 2014.”

The National Housing Construction Index is produced by a team of researchers at Link2Plans and it relates to all Planning Applications and Project Commencements throughout the months of January to April 2015 and gives a direct comparison with the same period in 2011, 2012, 2013 and 2014.

Link2Plans have produced this index bi-monthly and it has been the most accurate barometer of real time sentiment (planning applications) and actual residential construction activity (project commencements) including residential developments (multi units), one-off housing (self-build) and one-off housing extensions.

Increasing Trend in Construction Project Commencements

A steady increase in construction project commencements has been identified since the introduction of new building regulations at the end of Q1 2014. Since Q2 2014 the Irish construction sector has seen a consistent quarter on quarter increase from €313m in Q2 2014 to €1.368bn at the end of Q1 2015 in construction project commencements.  This is a very positive sign for the industry and it will be interesting to see if this trend continues during this quarter.

Average Durations: Planning Application to Construction Commencement

In this post we examine the time that planning applications are taking to reach on-site construction commencement across all sectors explored in the first edition of the Building Information Index – Q1 2015.  The average number of weeks for a planning application to reach construction commencement phase is currently at 79 weeks, however applications in the Residential Construction sector are currently taking approximately +80%  longer than this at 142 weeks – almost 3 years.

+54% Increase in Industrial Construction Sector Commencements

Industrial Construction Planning Applications also increase by 20% to €178m

In the latest Building Information Index (Q1 2015) findings indicate a generally positive outlook for the Industrial construction sector.  Industrial construction project Commencements increase by +54% to €154m over the same period in 2014.

The value of Applications for Industrial developments showed a national increase of +20% (to €178m) in Q1 2015 compared with Q1 2014.  There was a significant drop in the volume of Granted permissions (-50%) to €151m, while the value of Industrial construction project Commencements increased to €154m (+54%).

Industrial Construction Stats

On a regional basis, Munster showed the largest growth in Industrial construction applications (+144%) with Connacht / Ulster also up (+61%). Interestingly the east showed a decline in Applications with Dublin down -56% and Leinster down -26%.

Industrial construction project commencements showed significant growth in Munster, which accounted for over 75% of the overall activity for the entire country. The other regions all showed some decline in year on year Q1 Commencements with the overall national figure being +54%

Interestingly the Industrial construction sector has one of the quickest application to commencement turnaround times at -31% the construction industry average (55 weeks)

Planning Applications Q1 2015

Leinster (€1.3bn) is the largest region narrowly pipping Dublin (€1.29bn) followed by Munster (€716m) and then Connacht / Ulster (€326m).  Leinster, Dublin and Munster returned increases of +155%, +36% and +7% respectively year on year whereas Connacht / Ulster showed a decrease of -22% for the same period

€18.6 Million in Energy Efficiency Government Support

Government Announces €18.6 Million in Support for 29 Energy Efficiency Projects

Yesterday the Minister for Energy announced the approval of grants to fund 29 individual energy efficiency initiatives.  Once complete the scheme is set to achieve combined lifetime savings of €140 Million by upgrading over 2430 homes as well as at least 400 public buildings.  Funds have been allocated as part of the Government’s ‘Better Energy Communities’ scheme.

Among the projects to be awarded funding include

The upgrade of 24 houses in Castleblayney Co. Monaghan through a Credit Union and Kingspan partnership

Improvement of 99 public buildings as well as homes led by Camphill Community, a charitable trust

Retrofitting of 200 houses throughout out Co. Tipperary coordinated through Energy Communities Tipperary Cooperative Ltd

Announcing the investment Minister Alex white said  “These projects will see community co-operatives all over the country coming together with local authorities, businesses and sports clubs to improve homes and local community facilities. Energy efficiency improvements like these are demonstrating that energy efficiency technologies work, and that they deliver real benefits, which can save on bills while helping the environment”

€91 Million Investment in Housing Sector

Govt. Invests in Refurbishing, Energy Efficiency and Adapting Houses for Older People and People with a Disability

Yesterday the Minister for Housing and the Minster for the Environment both announced a €91 Million investment across a number of schemes designed to increase the number and availability of social houses, improve the standard of homes for people with a disability and also upgrading existing houses to improve their energy efficiency rating.

Residential Housing

A €20 million investment is committed to returning over 1000 vacant housing units to use, while over €50 million is committed to adapting houses for older people and people with a disability currently living in private housing and a further €11 million for local authority housing.

In an effort to meet Ireland’s energy reduction targets by 2020 another €20 million has been allocated to improve the energy efficiency of homes.

Speaking yesterday Minister for the Environment, Community and Local Government said

“The funding that I am announcing today, will significantly improve the quality of life of many people across Ireland. One of my huge frustrations is seeing boarded up social housing not being used, therefore it is important to see over 1,000 vacant units come back on stream as quickly as is possible,”

This major investment will provide a significant boos to the Irish residential Construction sector across all counties.

Proposal For Residential Construction Rules Exemptions

Government Proposal Would See Residential Construction (Self-Build Homes & Extensions) Exempt from New Building Regulations

Residential Construction Priory Hall

The Building Control Amendment Regulations 2013 were introduced early last year to give protection to home buyers following the major controversy generated following such Residential Construction schemes as the Priory Hall Development.

Critics of the regulations have pointed to the additional costs – up to €16,000 for inspections according to the Irish Independent – as being an unfair burden on home builders.  It is this light that the government are proposing exemptions.

It must be highlighted that should the regulations be lifted buyers would have very little in the way of protection.

Alternatives to proposed exemptions to the regulations include broadening the range of professionals qualified as ‘assigned certifiers’ to certify that buildings are compliant during the construction phase, as well as giving owners an opt-out clause.

According to a spokesman for the Housing Minister Paudie Coffey, there have been no firm decisions taken at this stage and the matter is still under public consultation.

House Prices in Ireland Rising 15% Higher than EU Average

An article in today’s Irish Independent illustrates the accelerated rate at which house prices in Ireland are increasing.  This comes off the back of the latest edition of the Link2Plans National Housing Construction Index which shows a decrease in housing construction commencements for the first 3 months of 2015.

Shortage of supply combined with more stringent lending rules issued by the central bank have contributed to the rise in prices with areas outside the capital now increasing at higher rate than within.

Research from Daft now shows that the average asking price is above €200,000.

Residential Construction Projects – NHCI Vol. 19

Published today the Link2Plans National Housing Construction Index Vol. 19 sets out the volumes of residential construction projects planning applications lodged, granted and commenced during the period 1st January – 28th Februay 2015.

The main findings of the latest index show an increase in new residential construction projects planning applications lodged but a fall in projects commenced as a result of the new building regulations introduced at the end of Q1 2014.

According to Danny O’Shea, “Commencements are down in every county when compared to the same period last year with an overall national decrease of -62%, however as noted at the time by Link2Plans, 2014 was an exceptional year due to regulatory changes. The introduction of changes to the building regulations in March 2014 caused an unprecedented surge in commencements which was akin a one off stimulus boost. In fact, commencements for the first two months of the 2015 are up over 3% on the same period in 2013 which probably gives a more accurate picture of the steady but slow growth in the sector.”

In the latest edition of the Link2Plans National Housing Construction Index (NHCI) a 9% rise in new residential planning applications during the first 3 months of 2015 has been highlighted versus Quarter 1 2014 figures.  While this is good news in the medium to longer term for the Irish Construction sector the Link2Plans analysis highlights a short-term fall in residential construction projects commencements.

Overall applications for new residential construction projects increased year-on-year across 18 counties but saw a 4 percent fall in Co. Dublin further illustrating the shortage in housing supply across the capital.

Commercial Construction Sector on the Up

Commercial Construction - Capital Docks

In today’s online edition of the Irish Independent there are 4 headline stories in the commercial property section which provide details on the actual or proposed sale of commercial property as well as the  development of  €200 Million 19 storey skyscraper in the Docklands area of Dublin.

In all, the total potential value of the properties listed amounts to over €420 Million.

Nama is planning to divest itself of 3 shopping centres valued at €120 Million and 8 office blocks valued €100 Million.  The properties in question are spread nationwide and include shopping centres in Cork, Galway and Drogheda Co. Louth.  As well as this it seems that a separate package of 8 offices is being prepared for sale by the National Asset Management Agency.

In another story reported recently, it seems that Nama in co-operation with US firm Kennedy Wilson, intend to develop offices and apartments in Dublin’s Docklands.  The proposed planning permission is said to include what would be Dublin’s tallest building at 19 storeys and if it goes ahead is likely be one of the capitals most high profile commercial construction projects.

Elsewhere, in Co. Louth the Independent reports that offices at the Quayside Business Park have been sold for a figure close to €1.15 Million.

Residential Construction Receives Boost

According to a recent Irish Independent interview with Minister for Housing & Planning, Paudie Coffey, local authorities across the country have been requested to process planning applications in the most time efficient manner possible.  This is in hope that construction activity can commence on many of these developments as quickly as possible.

These comments coincided with the latest edition of the National Housing Construction Index (NHCI) which highlighted, that due to new building regulations introduced at the end of March 2014, residential construction commencements actually fell in subsequent months.

We all know that levels of supply are currently not meeting demand so it comes as a positive statement from the Minister that Government are to take a more direct approach to how local authorities deal with planning permissions.

“There will be a use it or lose it provision for all new planning permissions” according to the Minister.  Other initiatives by Government include

  • Reducing the duration of unused planning permissions
  • A 10% requirement for social housing units in new residential developments
  • A vacant site tax of 3% of the land value in areas with populations > 3000
  • Reduction in levies for undeveloped sites with planning permission

If implemented these initiatives may prove an important step to developing a sustainable residential construction sector.

Positive Signs for Residential and Commercial Construction

A recent article from the Sunday Business Post references research carried out by Link2Plans and looks ahead at the likely market scenarios from both the commercial and residential perspective during 2015. Link2Plans research is referenced and Managing Director Danny O’Shea gives his view on the residential sector during 2o14 and for the year ahead.

The outlook for the residential and commercial construction sectors during 2015 are positive following a strong finish to 2014.

Optimism for the construction sector is high with key developments in Dublin’s Dockland area and at Cherrywood Co. Dublin it is estimated that approx. €11bn in construction projects are earmarked for commencement in 2015. Boosting confidence even further are efforts by The National Assest Management Agency (Nama) to tackle the supply shortage in commercial and residential construction segments, with Dublin of particular focus. Industry commentators seem to indicate that Nama appear to be willing to divest themselves of loans and property assets at an accelerating rate during this year. Nama itself claims to be well on target to pay back the 80% of the €30.2 bn in senior debt issued to absorb bad loans by 2016. It now appears to be driving the construction of large scale office space and residential units within Dublin as it partners with investors and developers.

By the end of 2016 Nama plans to deliver 4,500 new residential units in Dublin across existing shovel ready sites – 1,500 of these units are planned for construction during this year. Further plans involve the development of more than 25,000 units post 2016, which will go some way to addressing the need for 12,500 new units per annum in Dublin over the next 6 years as highlighted by the Economic and Social Research Instititute (ESRI).
